Heads up, I just stumbled on a spot that is surprisingly fishy. I don't know why i haven't tried this sooner.
your going to laugh.
Hiddenfals park. Minneapolis.

after the renovation last year, this spot is nearly perfect. it is nearly a fish seekers dream come true. they dredged the creek and moved some land around, cut a ton of trees  etc. there are lots more people using this spot, so its not a secluded as it used to be. anyways.

the report.
water is roughly 1ft deep. loaded thick with countless varieties of small minnows.afew deep spots have afew larger fish. last stone bridge has a small school of 5lb carp and silver snappers. at the confluence it gets about 2-3ft deep. on the edge of the mixing waters the water gets muddy, then other fish are present. other person with me saw dogfish and carp, and 3rd person saw 2 bass. I had unique experience of hearing snapping sounds like in the ocean, from all the  sheephead and carp feeding on  shells. very exceptionally fishy .
water in the shallows although only 6-8ft vis, felt much clearer because you could see the ground perfectly.
highly recommend for beginners.
only i would mention that most fish are small, as water is shallow, im not sure how this spot would do if the water was deeper, i do know from past fishing, that when the creek is not flowing much, but the mississippi is high, then the mouth is packed with fish.(and should be good snorkeling /freediving) spring this 1ft creek bed is 12 ft deep

more info. had to go back. brought a newbe with and she is instantly addicted. the spot is accessable from the north foot path(two foot paths follow the creek down to the river). the easiest way to describe would be to follow path down all the way to the confluence of the creek and Mississippi river, then follow path back. it is the first major bend in the creek that has a large flat open area across from it, it also has a newly installed bolder retaining wall. also has a bolder dam across the creek. i sit on these rocks and don gear.its not a big spot but last night i had 5 people with me, and everyone thought it was the best snorkeling spot they had seen locally.
highlights: one big bullhead in a cave in the boulders. one big head Buffalo fish, afew carp, and countless species of small fish.

the run goes from the bolder foot dam, down to just in front of some roots and wood in the creek. in this bend one side of creek is fast, one is slow. fish are on slow side.

Whoops its not hidden falls park, its actually minnehaha falls park. been back several more times. saw a strange turtle that I'm not familiar with. looked like a map turtle with a thick center , wider head, and points on the shell, also had yellow and green striped head. slightly larger than a map turtle.
