(Carry-On) Very Small Camera Bag:
Video Cam, Batteries, blank tapes, cables, passport, tickets, travel docs, keys, cell-phone, etc.

(Carry-On) Pelican Case (w/wheels):
Remove all padding and cushions. Line with 3/2 wetsuit. Then add regulator, dive computer, compass, mask, Video-Camera housing, battery charger, blank tapes, manuals, small dive light, small bathroom kit. Then pad the top with clean t-shirt, swim trunks and whatever other clothes will fit.

(Checked) Standard Large Wheeled Bag:
BCD, Fins, boots, dive light, shears, small dive knife, mesh gear bag, safety sausage, small save-a-dive kit, clothes. I usually bring a cheap large towel and 3-5 cheap t-shirts which I just toss and use the space for bringing things back.

For this setup I have only been charged once for overweight on the checked bag ($25) on a outbound flight. And during the entire flight and layovers the camera, housing, tapes, batteries, regs & dive-computer are in your possession at all times. The wheeled, carry-on Pelican case is pretty hard to beat.
